The Mpumalanga Premier has released the much-anticipated forensic investigation report into the controversial procurement of 22 laptops by the provincial Department of Education, uncovering widespread mismanagement, dishonesty, and indications of fraud.
Each laptop was purchased for an eye-watering R91,482.50, yet the report confirms that the devices were inferior in quality to what was specified and paid for. “This government is committed to clean, ethical, and transparent governance,” said the Premier.
The probe began following a whistle-blower report submitted on 15 February 2025, which prompted immediate action from the Office of the Premier’s Integrity and Forensic Directorate.
Key findings of the report include:
Violation of the Public Finance Management Act (PFMA) and constitutional procurement principles.
Brand-specific tendering that excluded broader competition, limiting bids to a small group of suppliers in Mbombela.
Acceptance of substandard laptops that did not meet agreed specifications.
Price inflation, as comparable laptops were found to be available at significantly lower costs.
Misrepresentation of procurement processes and outcomes to the Premier and MEC.
A service provider who falsely claimed full contract compliance.
In response, the Premier announced the following corrective measures:
Disciplinary action against all implicated officials.
Blacklisting of the supplier.
Recovery of financial losses through legal means.
Lifestyle audits for involved individuals.
A broader governance review of the education department.
To prevent future misconduct, a provincial oversight team, led by Treasury officials, will now monitor procurement compliance, particularly for ICT equipment intended for schools and circuit managers.
The matter has been referred to SAPS for further investigation, potentially leading to fraud and corruption charges. A progress report is expected to be released by 30 June 2025.
“This matter reflects not only a failure of compliance but a betrayal of public trust,” the Premier concluded.
