Eight municipal areas in Mpumalanga began implementing the Administrative Adjudication of Road Traffic Offences Act (AARTO) on 1 July 2026.
The affected areas are Mbombela, Nkomazi, Thaba Chweu, Steve Tshwete, eMalahleni, Thembisile Hani, Govan Mbeki and Lekwa.
Motorists in these areas will now receive AARTO infringement notices instead of Section 56 or Section 341 notices under the Criminal Procedure Act. Notices issued before 1 July 2026 remain payable.
Motorists have 32 days after receiving an AARTO notice to pay the penalty and qualify for a 50% discount, nominate the driver, apply for instalment payments where applicable, or lodge an appeal.
Failure to respond within 32 days will result in the loss of the discount and additional administrative fees. Continued non-payment could lead to an enforcement order and restrictions on renewing driving or vehicle licences and registering new vehicles.
The rollout forms part of the national phased implementation of AARTO, administered by the Road Traffic Infringement Agency (RTIA).
