This initiative is part of a national effort to address recurring foodborne illnesses that have claimed multiple lives, including those of children.
Government’s Intervention
The directive follows President Cyril Ramaphosa’s announcement last month, mandating spaza shops and food-handling facilities to register with municipalities. The measure aims to remove hazardous pesticides from circulation, protect children from exposure, and prevent further foodborne illness outbreaks.
Since the announcement, over 200,000 spaza shops have been inspected, resulting in more than 1,000 closures of non-compliant businesses, significant confiscation of goods, and fines for by-law violations.
Registration Process
Spaza shop owners and vendors must complete their registration by visiting municipality offices or designated sites. Here is a step-by-step guide for compliance:

- Collect application forms physically from municipality offices or download them from municipality websites.
- Submit completed forms to the municipal manager or a designated official.
- Information Required:
- Full name, surname, gender, and disability status of the business owner.
- Identity number, citizenship status, or valid documentation (e.g., passport, refugee permit, or visa for foreign nationals).
- Business location and description of goods or services offered.
- Physical and postal address of the business.
- Additional Requirements:
- An affidavit confirming the applicant is not trading in illegal goods and that the business will comply with applicable norms and standards.
- Background checks by municipalities and law enforcement to verify the legality of activities.
- Permit Issuance:
- Upon meeting all requirements, a registration card or permit will be issued. This must be displayed and available for inspection at all times.
