In the wake of the signing of the National Health Insurance (NHI) Bill into law by President
Cyril Ramaphosa, Health Minister Dr. Joe Phaahla has sought to allay fears among
healthcare professionals regarding the future of healthcare in South Africa.
Addressing medical professionals at the Union Buildings, Phaahla urged them not to heed
the calls for emigration spurred by uncertainty surrounding the NHI. “Stay here,” he
emphasized, “things are going to get better.”
The Minister emphasized the importance of collaboration between citizens and the
government to achieve a fair, just, and sustainable health system that caters to the needs of
all, regardless of socioeconomic status or location.
Phaahla acknowledged the inequities present in South Africa’s healthcare system and
stressed the need for fundamental changes to ensure equity and sustainability. He described
the signing of the NHI Bill as a historic milestone, paving the way for universal health
coverage (UHC).
According to Phaahla, the NHI represents not just a policy, but a promise—a promise of a
better, healthier future for every South African. Derived from the National Development Plan
(NDP), the NHI will provide free comprehensive healthcare services at the point of use.
Reflecting on the long history leading to the NHI’s implementation, Phaahla traced its origins
back to 1942 under the leadership of ANC President Dr. AB Xuma. He highlighted the vision
for free medical and health services for all, emphasizing preventive medicine.
While acknowledging the challenges ahead, Phaahla expressed the department’s
commitment to realizing a health system that ensures the population enjoys healthy and
productive lives. He emphasized that the implementation of the NHI Act will be phased and
structured, with careful planning and governance arrangements.
President Ramaphosa echoed these sentiments, describing the signing of the NHI Bill into
law as a pivotal moment in South Africa’s quest for a more just society. He expressed
confidence in overcoming financial hurdles through strategic resource allocation and a
steadfast commitment to achieving equity.
As South Africa embarks on this transformative journey in healthcare, Phaahla and
Ramaphosa reassured the nation of their dedication to closing the inequality gap and
ensuring access to quality healthcare for all.
