March 14, 2025Funding early childhood development (ECD) in South Africa remains a significant challenge, with many advocates calling for more resources to support this vital stage in children’s education. However, there is hope that Finance Minister Enoch Godongwana will increase the allocation for ECD in the upcoming budget, potentially bringing much-needed relief to the sector.
According to Lashiwe Mparadzi, a representative of the Real Reform for ECD movement, Godongwana had planned to include a R10-billion allocation for ECD over three years in the previous budget. While this did not materialize, there is optimism that a similar plan will be included in the next financial year. The promise of a substantial budget allocation could dramatically improve the situation and provide the necessary support to early childhood centers across the country.
At present, the ECD subsidy stands at only R17 per child per day. This small amount is not nearly enough to meet the growing needs of young learners, especially those in underserved communities. Many centers struggle with basic necessities such as learning materials, staff training, and proper facilities. With the right funding, however, these centers could provide more holistic and effective education for children in their formative years, setting them up for future success.
A R10-billion increase in funding would allow for significant improvements. It could lead to better resources for educators, more comprehensive care and education for children, and increased access to quality ECD programs for families who currently cannot afford them. This increased funding could also make a positive impact on the broader economy, as investing in early childhood education has been shown to produce long-term benefits in terms of improved academic performance, reduced dropout rates, and stronger communities.
Despite the ongoing challenges, the push for increased ECD funding reflects the growing recognition of the importance of early childhood education in shaping the future of South Africa’s children. As the country continues to grapple with issues related to inequality and access to quality education, the hope is that the government will prioritize ECD in the upcoming budget, making it a priority for the nation’s future generations.
