SIU Investigates Sita and Bushbuckridge Municipality
The Special Investigating Unit (SIU) is set to launch two separate investigations into the State Information Technology Agency (Sita) and Bushbuckridge Local Municipality (BLM), following President Cyril Ramaphosa’s signing of two proclamations authorising the probes.
nnnnSIU spokesperson Kaizer Kganyago said the investigation into Sita will focus on allegations of maladministration and corruption relating to the procurement of a turnkey software asset management solution and integrated logistics support services.
nnnn“The SIU will assess whether the procurement process followed National Treasury guidelines or was tainted by irregularities and wasteful expenditure,” Kganyago said.
nnnnThe probe will also examine unlawful or improper conduct by Sita employees, suppliers, or other involved entities. The investigation covers the period from July 13, 2017, to May 16, 2025, including relevant conduct outside this timeframe.
nnnnIn the case of Bushbuckridge Municipality, the investigation will scrutinise a street paving contract for the Lillydale Phase 1 project, focusing on serious maladministration and improper conduct.
nnnn“The investigation will look into violations of procurement principles such as fairness, transparency, and cost-effectiveness,” said Kganyago. He noted that unauthorised or wasteful expenditure would also be probed.
nnnnAny evidence of criminal conduct will be referred to the National Prosecuting Authority (NPA). The SIU may also pursue civil litigation in the High Court or Special Tribunal to recover losses and enforce accountability.
nnnnBLM spokesperson Fhumulani Thovhakale said the municipality had not yet received a formal notice of investigation and would wait before commenting.
